In 2015, New York State invested $1.5 million into the 2015-2016 budget for the Foster Youth College Success Initiative (FYCSI) designed to help youth with a history in foster care, as well as, Orphans and Wards of the Court, in the opportunity programs at CUNY, SUNY, and private colleges’ successfully complete college. Through the Foster Youth to Independence (FYI) initiative HUD will provide Tenant Protection Vouchers (TPVs) for youth eligible under the Family Unification Program (FUP), subject to availability, in communities that do not administer FUP. All, however, are put into the foster care system with the hope that they will grow up in a safer and more supportive environment. FYI is a new initiative targeting housing assistance and supportive services to young people with a child welfare history who are at-risk-of or experiencing homelessness.
